Who is RxEOB?

RxEOB has assembled a team of clinicians, analysts, scientists and technicians dedicated to connecting people to affordable and quality care. Our team has developed products that touch the healthcare data of 45 million patients every day.

What unifies us as a company is our mission is to connect people with their medical information, improving their health and reducing their costs, and to do it as quickly as possible. In order to fulfill that undertaking, each of us is responsible for protecting RxEOB’s longstanding reputation as an ethical, reliable and honest business.

RxEOB helps health plans, Medicaid and Medicare MCOs, PBMs, TPAs and others deliver better member health outcomes while lowering their internal costs by using its big data analytics platform to significantly improve member engagement. The company’s more than 20 years’ experience integrating clinical and claims data utilizing proprietary integration and ML intelligence engines, reduces the need for large-scale requirements-gathering exercises while simplifying the process of cleaning data from disparate sources. Our People – Senior Management Team

Robert S. Oscar, R.Ph.
CEO/ President

Robert Oscar has more than 25 years of experience in healthcare. Throughout much of his career he has developed and implemented successful programs to effectively manage pharmacy benefit risk, including pioneering work in the Medicare HMO market. Before founding RxEOB, Mr. Oscar worked in the medical information systems industry-designing, developing and implementing several different claims analysis tools.

Robert, a Registered Pharmacist licensed in Virginia, is a graduate of Ohio Northern University, and is certified in pharmacy-based immunization. Robert is active in several professional groups including the National Council on Prescription Drug Programs, and the Academy of Managed Care Pharmacy. He is married, has two daughters, enjoys reading and volunteers with the Henrico County Medical Response Corps with a special interest in community immunization programs and infant mortality prevention.

Bryan York, CPA
Chief Operating Officer

Bryan York has more than 25 years of experience in pharmacy management and information systems, risk management and internal controls design. He is a certified public accountant licensed in the Commonwealth of Virginia and a  longtime member of the National Council of Prescription Drug Programs (NCPDP). Prior to joining RxEOB, Bryan served as a Financial Examiner for the Virginia State Corporation Commission. He graduated Cum Laude with a Bachelor of Science degree in Business Administration from Virginia Commonwealth University and is a veteran of the United States Army.



Howard Darvin, M.D., FACS
Chief Medical Officer

Howard Darvin has spent 28 years in the clinical practice of vascular surgery in both academic and community settings. He attended Howard University and graduated from their 6 year B.S.-M.D. program in 1982. He trained in general surgery at U.C.L.A. Medical Center in Los Angeles, California and at Mount Sinai Medical center in Cleveland, Ohio. His vascular Surgery training was at St. Anthony Medical Center in Columbus, Ohio. Howard  founded Vascular Solutions, a vascular surgery practice, built it into the largest private practice vascular surgical group in Northeast Ohio. Vascular Solutions merged with University Hospitals of Cleveland in 2006. He has served as Assistant Clinical Professor of Surgery at Case Western Reserve University School of Medicine 2009-2016. He has served on the board of the Juvenile Diabetes Research Foundation. He has a special interest in arterial venous fistula creation and Carotid artery occlusive disease, as well as Type I diabetes and renal insufficiency.
